Yup. That is a talking Mr. T in Your Pocket toy that spouts phrases like “I Pity the Fool” and “Sucka Quit Your Jibba Jabba”.

It’s not easy to find that toy anymore. The Cub Scouts should feel quite honored that Mr. T stopped to talk to them.
